The famous inquiry from the graphic novel turned movie “Watchmen” has been popping up in various cities throughout the world, including New York, Toronto, and across the pond in London. Having seen the “Who watches the watchmen?” tag scrawled on the sides of buildings, across payphones, and even on the back of a truck, we doubt that the writers received permission to put the work up.
